The Storm Prediction Center (previously known as National Severe Storms Forecast Center) will put out public outlooks and discussions for areas across the nation as to the probability of severe weather development. Usually these areas will cover a much larger area than the local National Weather Service area of responsibility would be. They will usually coordinate with the local office(s) for any areas that they think may need a severe weather watch. If both, the the forecasters at the local NWS office(s) and the severe weather forecasters at the Storm Prediction Center agree that a watch is needed, then it is up to the Storm Prediction Center to issue a severe weather watch to the public.

Once a watch has been issued, the local office will issue a local watch statement that would add some of the local concerns and details that may be unique for their county warning area. It is up to the local NWS office to monitor closely the local development of storms and to issue the severe weather warnings that may be needed.
