How can I tell what the weather is normally like at a certain time of year?

Hi, I’m trying to see what the weather is like in Southern Oregon in early October (October 10). I know there’s some way to see what the weather is normally like year after year, but I don’t know what to search for or where to go.

What is the weather like in certain states like Georgia and the Carolinas?

I want to move but I don’t know what the weather is like in other states. I’m terrified of tornados and I don’t want to live any where near wherever they happen. I don’t want to live in a flood state either. Is there a free website that can tell me what the weather is like in certain states?

Are freeze warnings issued by the National Weather Service in the Northern US?

I live in North Central Florida. In the winter, when the temperature drops below freezing, the National Weather Service issues a “Freeze Warning”. The warning is similar to a Severe Weather Warning or a Hurricane Warning. It shows up on the bottom of the Weather Channel and local TV Stations. Because freezing temperatures are much more common in the Northern US, I am curious if a Freeze Warning is issued every single time it freezes there.
